Preparation Steps:
1️⃣ Preheat the oven to 350°F (180°C). Grease and flour three 8-inch round cake pans. 🍰
2️⃣ Prepare the dulce de leche by boiling the sweetened condensed milk for 1-2 hours, or until thickened and golden brown. 🍮
3️⃣ In a medium bowl, whisk together flour, sugar, baking powder, and salt. 🌾
4️⃣ In a large mixing bowl, combine cocoa powder and milk. Stir until smooth. 🍫
5️⃣ Add eggs one at a time, whisking well after each addition. Whisk in vanilla extract. 🥚
6️⃣ Gradually add the dry ingredients to the chocolate mixture, whisking until smooth. 🌪️
7️⃣ Divide the batter evenly among the prepared pans. Bake for 25-30 minutes or until a toothpick comes out clean. 🎂
8️⃣ Allow the cakes to cool in pans for 10 minutes before transferring to a wire rack to cool completely. ❄️

Notes:
To ensure the cake is moist, don't overmix the batter.
If using a water bath for the dulce de leche, reduce boiling time to 30-40 minutes.
